It appears the whole clusterfuck surrounding Sao Paulo is more to do with the city organizers.
Morumbi was to host the tournament opener, something they don't wish to give up.
Palmeiras, in the meantime, will be opening a new state-of-the-art stadium with 45,000 seats. They have put this new stadium, Palestra Italia Arena, as an option for the cup.
But the city doesn't want to give up the opener, which has to be at a 60,000 seat minimum stadium.

The race to get stadiums ready for the Confederations Cup continues. 4 of the 6 stadiums scheduled for use have yet to be completed and workers at the Maracana are holding stop work meetings and threatening a strike over wages and conditions claims. FIFA's deadline for these stadiums is April 15. Tick, tick, tick, tick, tick....

The two stadiums completed so far are experiencing problems. The pitch is faulty on one of them. The third stadium was due for its first game on 29 March but has been put back to 7 April just 8 days before FIFA's deadline for completion of the 6 stadiums required for the Confed's Cup. No word on the rest other than one may be ready in May. Combined stadium costs have already blown out by $1b.

The problem is that Brazil (or, more specifically, construction unions) know there is zero chance of the World Cup being moved to another country. So as long as there is just enough progress to think that they will probably finish on time, they can pretty much do what they like.

Crane accident at Sao Paulo stadium yesterday saw 2 workers killed and caused serious structural damage.

This is ugly I'm afraid. There will be a lot of back and forth between Brazil and FIFA about who to blame for 2 blokes not going home to their families. I'm watching Botafogo v Deportivo Quito in a Libertadores qualifier (I think, not really sure). Anyway, the new Maracana looks great when it's full
